Packaging is one of the largest uses of plastic. And packaging too often finds its way into the environment. To keep plastic packaging out of the environment, it must be properly managed and designed in a way to make it readily recoverable from the waste stream for recycling or reuse. As a nation, we must achieve this goal before we can reach for goal number two.

This stretch goal fully embraces our drive toward a circular economy for plastic, in which these materials are kept in productive use for as long as possible and then repurposed instead of discarded. Achieving this goal requires better packaging design, effective ways for Americans to collect used packaging, and new technologies, such as advanced plastic recycling, to reuse, recycle or recover packaging.
